sure. you can try JPA scholarship for engineering, or apply asasi via UPU. you can also apply foundation at private colleges/universities like Uniten, UTAR,etc.
hi, i think you can resit STPM paper as private candidate. you can check with nearest PPD for info on how to register. with cgpa below 2.00 you don't qualify to enter IPTA. with psychology being a competitive course, you'll need at least 3.00 CGPA. so, you may want to resit more than one subject.
hi, you can proceed with degree in nursing or other related health-care programs. you can apply to ipta that offer degree program or also proceed to IPTS. since its a technical course, it will be also possible to study healthcare management or other health related management/business courses. but then, you won't be practising your nursing skill if proceed to this line.
you mean civil service (govt) or civil engineering? the answer is yes to both, but in civil engineering field, the scope for chemical engineers is very limited as it depends on the type of engineering project.
if its from the same university, then its not a different. probably a mistake in their system. the term "teknologi maklumat" and "sains komputer" is used interchangably nowadays, but in reality, sains komputer would be more technical. but since your majoring is the same, then nothing to worry - kejuruteraan perisian is technical.
